FBR Says Digital Invoicing Will Not Apply to Petrol Sales at Pumps

The Federal Board of Revenue (FBR) has assured petroleum dealers that digital invoicing will not be implemented for the sale of petroleum products at petrol pumps. However, shops operating within petrol pump premises will still be required to install Point of Sale (POS) systems.

The assurance came during a meeting between FBR Member Operations (Inland Revenue) Muhammad Zubair and a delegation of the Pakistan Petroleum Dealers Association (PPDA).

The delegation included PPDA Chairman Malik Khuda Baksh, Vice Chairmen Tariq Hassan and Anwar Kamal, Sindh Region President Ameer Khan, Karachi Region President Saeed Khan and Shahzad Suriya.

PPDA Seeks Clarification on Digital Invoicing

During the meeting, Khuda Baksh explained the business model of petroleum dealers and highlighted that they operate as commission agents. He asked the FBR to clarify whether digital invoicing requirements would apply to petrol pumps selling petroleum products.

In response, Muhammad Zubair assured the delegation that digital invoicing would not be introduced for petroleum product sales at petrol pumps. He clarified, however, that POS system installation would remain mandatory for shops operating within petrol pump premises.

Separate Digitisation Procedure for Lubricants

The FBR member also addressed the issue of lubricant sales. He said the department would develop a separate digitisation procedure for lubricants.

A designated FBR representative will coordinate with the PPDA to share the relevant details and provide implementation guidelines.

The clarification is important for petroleum dealers seeking clear guidance on tax-related digital systems and compliance requirements for different business activities at petrol pump premises.
