PPDA and OCAC Hold Key Talks on Petroleum Dealers’ Issues

KARACHI, August 19, 2026: Pakistan Petroleum Dealers Association (PPDA) Chairman Malik Khuda Bakhsh has said that the legitimate interests of 15,000 petroleum dealers across Pakistan will not be ignored or compromised.

He said the PPDA would continue meaningful and result-oriented negotiations with oil marketing companies to resolve the issues faced by petroleum dealers.

Malik Khuda Bakhsh led a PPDA delegation in a meeting with the Oil Companies Advisory Council (OCAC), chaired by OCAC Secretary General Nazir Abbas Zaidi. The meeting discussed several business and administrative challenges facing petroleum dealers.

Key issues included fuel calibration and filling standards, differences in rentals between COCO and dealer-owned sites, and losses after fuel decantation. The PPDA also demanded the complete removal of charges on PSO Cards, Infinity Cards, Shell Cards and other payment methods.

The association raised concerns over fuel loading after 5:00 p.m. and midnight price changes, while calling for the abolition of franchise fees. Lubricant pricing, forced sales and the withdrawal of previously offered discounts and concessions were also discussed.

Malik Khuda Bakhsh strongly opposed withholding or refusing No Objection Certificates (NOCs) after lease expiry, saying such practices negatively affect dealers’ business rights.

The meeting also covered digitalization costs, fuel shortages through ADR, transport vehicle buyers, mobile device charges and other operational matters. The PPDA urged oil marketing companies to bear the costs of digitalization and its maintenance.

Malik Khuda Bakhsh said the PPDA seeks practical solutions through dialogue and consultation with OMCs. He stressed that the concerns of petroleum dealers cannot be ignored, as thousands of businesses and millions of livelihoods are linked to the sector.
