Islamabad, June 24,2026 : The Pakistan Institute for Parliamentary Services (PIPS) and the United Nations Development Programme (UNDP) have signed a Memorandum of Understanding (MoU) to expand cooperation on parliamentary capacity building, policy engagement, knowledge generation, and governance reforms in Pakistan.
PIPS Executive Director Muhammad Asim Goraya and UNDP Pakistan Resident Representative Dr. Samuel Rizk signed the agreement on June 22 in the presence of senior officials from both organizations.
The partnership aims to strengthen parliamentary functions, promote evidence-based policymaking, and improve knowledge-sharing mechanisms. It will also support governance reforms and institutional development across the country.
Speaking at the signing ceremony, Goraya said PIPS serves as Pakistan’s leading bipartisan institution for parliamentary capacity building and policy support. He added that the agreement formalizes and expands cooperation with UNDP to strengthen institutions, improve governance, and promote inclusive development.
The collaboration builds on ongoing work under the National Governance Programme, which receives support from the UK’s Foreign, Commonwealth and Development Office (FCDO) and is implemented by UNDP.
Under the agreement, both organizations will provide technical assistance and institutional support to selected parliamentary standing committees and their secretariats. As a result, they aim to enhance legislative oversight, strengthen policy dialogue, and improve coordination between Parliament and the executive on key national issues.
Dr. Rizk emphasized the importance of strong institutions in achieving sustainable development and effective governance. He said parliaments play a critical role in policymaking, accountability, oversight, and responding to citizens’ needs.
“Through this partnership, UNDP and PIPS will work together to strengthen institutional and individual capacities while supporting reforms that deliver meaningful development outcomes for the people of Pakistan,” he said.
The initiative forms part of UNDP’s broader efforts to strengthen public institutions and governance systems in Pakistan. Through its Reforms and Innovation for High Performance in Government Project, UNDP promotes a whole-of-government approach and supports reform champions across the public sector.
UNDP said partnerships with institutions such as PIPS help advance key national reform priorities while ensuring greater ownership, sustainability, and long-term impact.
