Islamabad, November 12, 2025: Pakistan recently unveiled plans to launch a national data exchange layer along with Pakistan stack and sectoral stacks this year in an effort to bolster cybersecurity measures and protect digital infrastructure.
Shaza Fatima Khawaja, Federal Minister for IT and Telecom, unveiled her initiative during Total Communications’ 8th International Conference on Cyber Threat Intelligence 2025 hosted in Islamabad this past Thursday.

She highlighted how this project, developed with assistance from the World Bank, seeks to strengthen Pakistan’s digital economy while protecting against cyberthreats and data breaches. “The national data exchange layer will serve as the base for Pakistan stack and sectoral stacks,” the minister stated.
Under its Cloud First Policy, the government plans to migrate departmental data onto cloud platforms. “We are actively working on transporting all government data onto the cloud so as to better protect digital identities and enhance data management systems,” Khawaja reported.

She noted that this initiative involves coordination between NADRA and the Board of Investment, with particular attention paid to securing authentication systems and assuring data integrity through robust cybersecurity protocols.
Underscoring Pakistan’s progress, the minister pointed out that Pakistan ranked among the top-tier nations on the Global Cybersecurity Index last year – reflecting resilience and improved digital protection systems.

She noted that Pakistan’s cybersecurity policy provides a foundation for the forthcoming National Cybersecurity Act, designed to strengthen national defenses against digital threats.
Additionally, the Ministry of IT is working closely with the Education Ministry to update curriculums and develop human capital savvy in cybersecurity in order to meet future challenges.
This one-day conference brought together local and international experts in artificial intelligence applications as well as critical areas shaping cybersecurity’s future.
