Port Qasim Authority Renews Agreement with Engro Vopak Terminal to Strengthen Critical Infrastructure Operations

KARACHI, June 18, 2026: Port Qasim Authority (PQA) has renewed its Implementation Agreement with Engro Vopak Terminal Limited (EVTL). As a result, EVTL continues to operate Pakistan’s only integrated bulk liquid chemical and LPG terminal.

Moreover, this renewal extends a partnership of more than three decades between the two organisations. EVTL will continue to support critical national infrastructure and help the country save around USD 500 million annually. Currently, the terminal handles about 70% of bulk liquid chemical imports and 50% of LPG marine imports. In addition, it supports supply chains in agriculture, textiles, construction, energy, and plastics.

Meanwhile, the agreement also signals strong investor confidence. Royal Vopak, the world’s largest independent terminal operator, continues to support the partnership. Together, Engro and Vopak have combined industrial infrastructure expertise with global terminal operations standards. As a result, EVTL has improved safety, efficiency, and supply chain discipline in Pakistan.

Furthermore, the renewal is expected to support continued foreign direct investment in port and logistics infrastructure. EVTL plans to invest over USD 200 million under the renewed agreement. It also intends to develop refrigerated LPG infrastructure to improve energy security. In addition, it will soon begin a feasibility study for the project.

Importantly, the agreement remains non-exclusive. Authorities finalized it through a transparent process under existing contractual provisions. Moreover, relevant institutions endorsed the decision. Globally, similar BOT (Build-Operate-Transfer) renewals have ensured continuity in countries such as the UAE, Türkiye, Thailand, and Spain.

Speaking on the occasion, EVTL CEO Syed Ammar Shah said Engro builds businesses that solve real problems. He added that EVTL connects essential materials to key sectors of the economy, from agriculture to housing. Therefore, he said the renewal reinforces both operational continuity and the company’s core purpose.

Finally, EVTL expressed gratitude to the Government of Pakistan and all stakeholders for ensuring transparency and due process. These include the Port Qasim Authority, Ministry of Maritime Affairs, SIFC, PPRA, OGRA, Ministry of Law and Justice, Ministry of Finance, Maritime Taskforce, NCMC, and the Economic Coordination Committee.
